Im not 100% but that looks very much like a oil rig supply vessel as Duncan said, the thrusters and high bow indicate to me that is its designed to power through and hold station in rough seas..the only put off is the lack of any deck cranes aft but as the rig cranes usually do a transfer up then its logical for them to be not fitted. If it were in the UK but in NZ then you've got to think laterally and as it says RoRo Passenger.......my guess might be the vessels that sail between the north and South island........and that can be a very rough bit of water. The design is essentially the same because of the sea conditions...........try NZ ferry companies/freight haulage.
