Regarding those decals you are after, you can always purchase some inkjet decal papers from
THIS LINK that's if your computer skills are up to drawing the decals first. The only problem as you use an inkjet printer you can't print any white areas.
As far as the chatroom goes, it seems it's only moderators of the forums who have access at present, John's been looking into it but regular forum members can't use it yet.
