The final working pressure is defined in the design stage using hoop stress calculations to give the thciknes of material and the stay spacing.
The final pressure test is a hydraulic test to twice working poressure. thia is held for a defined amount of time whilst looking for pressure drop and deformation on the boiler. The last test is a live steam test to working pressure.
I tend to do these before the boiler inspector gets to the boiler.
