if you will view as an html doc. you will find the parnall elf plans listed on pg.9 of the document. now finding contact info is gonna be abit harder.... but i did find out that the info on the above page is provided by this group:
http://www.modelaircraft.org/ so you might have to contact them to find out about the plans
