The cheaper one doesn't have a large air tank, so it'll keep running to fill the small tank. The larger one will run and once it's reached a preset pressure in the tank will switch off. When you use the air as its pressure reduces it'll come on again to top it up.

Airbrushing doesn't use masses of air so either will work, the larger one will be quieter as it wont be running so often. Some compressors for airbrushes don't have a tank and tend to cause the airflow to pulse a little bit.
