| Arec you sure the reciever is compatible with the transmitter? I don't know what the F16 is but you need to be sure they are both single or double conversion, AM/FM etc as well as the crystals being compatible. I always use crystals from the same manufacturer as well as that seems to be more reliable.
Obviously check batteries, connections etc but this does sound like a compatability issue.
