We had a couple from Guernsey visit for a pup, and on the issue of import tax, they say that people from the island don't have to pay it.
So there is no problem with vat when buying on ebay. BUT, there only problem is buying in England from Guernsey, the sellers cannot get there heads around the concept of no VAT, so 17.5% is nearly always charged, then has to be reclaimed.
