Ok, knew what aircraft you were talkin about but not the magazine, so, i did abit of investigative research and found out that it was presented in aeromodeller magazine. i then searched google for "aeromodeller magazine parnall elf plans" and came up with this:

if you will view as an html doc. you will find the parnall elf plans listed on pg.9 of the document. now finding contact info is gonna be abit harder.... but i did find out that the info on the above page is provided by this group: http://www.modelaircraft.org/ so you might have to contact them to find out about the plans
atleast you know where the plans can be found now.

Ok, this has really been bugging me today lol. So, I went back in search of the "Elf" plans and came up with this information.
The plans you are looking for are from this issue:
AERO MODELLER #702 Jul 1994 (v.59) pg. 12
Ok, with that in mind, i went in search of the plans once more and came up with this link:

Now the owner of this site proclaims "Yes, I am nuts" in his explanation of why he collects so many old magazines.
He goes on to say that he has full "runs" of the following magazines from number 1 in my own collection, so if you require a reference, please ask!

So, why not check out his site and use his email link to give him a hollar, maybe you will have these plans sooner than you thought.
