It's a type of CPU Socket for Intel Pentium 4 and Intel Celery processors. It's a Zero Insertion Force ZIF Socket.

Intel Celery...??? mmm are they making green CPU'S now then..?? Yes I know what a socket 478 is having just rebuilt a PC for a friend using exactly that spec chip and motherboard to match.....would have been nice to have the celery though and I could have chosen any dip I liked instead of having to use thermal compound on the chip !!! I prefer the garlic dip lol.
