Well if you think about it Barry, they placed the character map in the "accessories" and the "system tools" section of the computers. The character map is in the "system tools" because it is just that.....a "system tool".
Atleast thats always been my theory on it....ok, maybe not always, I never really gave it much thought as to why they did it like that,until you asked, but it sounds good anyway lol.
