You may wish to try JoTika. They do a range of period colours for their 'Nelson's Navy' Kits; and I'm sure that the range includes the yellow/buff colour required for Victory. I believe that the range is called Admiralty Paints.
Whilst browsing in Keith Julier's latest period ship book earlier today, I noticed that he uses Humbrol No 74 for his plank on bulkhead models of Nelsonian ships.
Sea Wolf is spot on in so far as the Caldercraft range of Nelsons Navy paints have been specifically researched to meet the needs of these models.
Their JoTika Admiralty paints have all been developed by Caldercraft to give a specific range of paints compatable with 17th/18th and 19th Century Men of War. The colours have been colour matched to admiralty colours as still used on the Victory in Portsmouth today so you can't get any better than that!!
The yellow on the Victory hull is AP9115(W) Yellow Ochre.
