static grass

Hi has anyone found a good cleaner for modellers. I bought a cheap one from Amazon which was useless. I then bought the woodland scenics one which was also useless, I even made a new nozzle on my 3D printer to no avail. I need one to clear up dust, collect static grass etc. Any ideas??

As I'm diving into dioramas and vignettes for my models I thought I'd get some static grass. Building an applicator doesn't take many minutes by butchering an electric fly swatter and a tea strainer, but my "local" modelling shop doesn't do static grass and a quick check on eBay didn't yield...
